District: Facilities: Facilities Master Plan

Facilities Plan Study

Recommendation
Staff wants direction from the Board of Trustees regarding options to consider and not to consider when discussing ideas to accommodate the current and projected future enrollment growth.

Objective - Purpose of Report
To develop and communicate a facilities plan to address increasing enrollment.

Background Information
The District enrollment is growing and is exceeding the capacity of the facilities. The Board of Trustees directed the Superintendent on September 11, 2008 to hire a consulting firm to conduct a study of the District’s facilities. Jack Schreder & Associates were hired and are presenting tonight the preliminary results of their research. In the meantime, a subcommittee of the District Leadership Council (DLC) has been formed to develop options for facilities for RVSD for the next four to ten years. The Facilities Planning Advisory Committee (FPAC) constituents, timeline and charge to the committee were reviewed by the Board of Trustees on October 23, 2008. The DLC met on November 3, 2008 to develop the Guiding Principles for Facilities. These criteria will inform the work of the FPAC as they consider the enrollment and facilities information provided tonight and develop options to accommodate the long term enrollment growth in the District.

Data/Discussion/Analysis
Data to illustrate is attached. In addition, the RVSD website will contain information under the District section, subsection Facilities. This area labeled Facilities will house information about members of the FPAC, a calendar of meeting dates, minutes of meetings, the Facilities Master Plan Draft Study, timeline of the process, the charge to the committee and guiding principles.

The data presented includes historical demographics, enrollment projections and a site by site (including unused school sites) facility analysis to determine future facility needs.
